Title III Program

Strengthening Historically Black Colleges and Universities

Learning Resource Center, erected through funding by Title III.

Purpose

The Title III Historically Black Colleges and Universities program is funded by the U. S. Department of Education and is one of many initiatives funded by the federal government as part of a mission to ensure equal access to education and to promote educational excellence for all Americans. The purpose of the program is to provide financial assistance to establish or strengthen the physical plants, financial management, academic resources, and endowments of HBCU institutions, so that they may continue to participate in fulfilling the goal of equality of education.

It is the responsibility of the Title III Administrative Office to ensure that all funded administrative and academic activities are managed according to the College and U.S. Department of Education rules and regulations.

The President's Grant

The Title III program is generally known as The President’s Grant due to the close association the program has with the futuristic vision that a president has for the institution. At Trenholm State Technical College, the President is the force that leads the directives of the program. The Title III Program is administered by the Title III Director, who reports directly to the President and ensures the required oversight and direction of the program.

History

Trenholm State Technical College has received Title III funding since 1987, when it received official designation as a Historically Black College. The College has received continuous funding since that time and currently receives over $1 million annually in support of its five funded activities.

Because of Title III funding, the College has been able to make major improvements to its physical plant. Title III funds have been used to develop and implement additional online course offerings and provide faculty development opportunities to increase, improve and enhance academic skills. Retention training sessions have been provided to enhance methods of retaining students in their respective academic disciplines. Web registration and email access are now available to our students and continuous faculty training is offered on network applications. Throughout the years of the Title III-B grant, library holdings and equipment have increased and a telecommunications center has been added to the library linking both campuses.
